Pulaski VINELink Coverage
Kentucky VINE is an automated custody-event search and notification service. State guidance says its data spans county jails, prisons, mental-health facilities, and juvenile detention centers, although confidential records remain restricted. For Pulaski County, that broad reach is useful because the Pulaski County Detention Center houses county, state, and federal inmates. VINE can cover participating county and Kentucky state records, but it is not the search for a person held under federal Bureau of Prisons authority.
Event type matters. A release result means the reporting agency sent a release event. A transfer means custody moved to another facility or authority. It does not mean the person entered the community. An upcoming parole-hearing notice is also not a release. Read the agency, facility, status, and event together before choosing the next source.
Kentucky VINE also differs from the current Pulaski jail roster. The roster answers who is shown in custody now. VINE follows a named record and can send an event alert. Neither is a rolling list of everyone released during a set period. A person disappearing from the roster may have bonded out, transferred, or moved under another hold. Search the same identity in VINE, then confirm the reported path.
Search a Pulaski VINELink Record
Open the official Kentucky VINELink portal or call 800-511-1670. Search one person at a time. A name match alone can be weak, especially when names are common. Compare the supplied offender ID, age or other identifier, facility, and current agency before opening the result.
- Choose Kentucky and the applicable custody or offender category.
- Enter the full name or offender ID. Try supported spelling variants if the first search fails.
- Compare all matches using the identifiers and facility information shown.
- Open the matching record and read custody status, location, and available event details.
- If it says released, note the date, time, and reporting agency when displayed.
- Confirm the event through the Pulaski jail record or Kentucky DOC source that controls that custody.
The successful manifest capture from the official Kentucky portal shows the specific-person search and notification route.

A no-result proves very little. A spelling mismatch, reporting delay, transfer, confidential record, or federal jurisdiction can all produce an empty search. If the person recently vanished from the current Pulaski jail roster, use that absence only as a clue. The full Pulaski County release search routes the follow-up by custody type.
Pulaski VINELink Release Fields
Fields vary with the agency feed and the individual record. Kentucky's Attorney General explains a useful split: when the person is not in custody, the service gives the release date; when the person remains confined, it provides the jail or institution address and phone number. Do not promise an exact field that is absent from the live result.
| VINELink item | How to read it |
|---|---|
| Name and offender ID | Identity clues that must be compared with other displayed details |
| Custody status | The status reported by the participating agency |
| Facility or location | The current reporting jail or institution when confined |
| Release date or time | A reported event for a person listed as no longer in that custody |
| Transfer event | A move to another custodian, not community release |
| Notification choices | The contact methods and event types offered for that record |
VINELink is event data, not a certified release sheet. For a local Pulaski detainee, the jail's release transaction records the physical exit. For a Kentucky state offender, KOOL and the DOC Daily Releases file provide status and transaction context. A court disposition answers what happened in the criminal case, which is a different question from when the person left custody.
For a same-day Pulaski event, save the agency name and timestamp displayed. Then call the detention center or request the underlying record if a durable copy is needed. The jail's published policy requires staff to verify both legal authority and identity before a release or transfer. Staff also check holders, warrants, and detainers. Those steps explain why a court order may precede the custody event and why another authority may receive the person.
Register Pulaski Release Notifications
Registration follows the matching person record. Select only events the interface offers. Release and transfer are both useful, but they require different action. A release notice should be checked against the releasing agency. A transfer notice points toward the receiving jail, prison, or authority.
- Select the matching record and choose “Get Notifications” or its current equivalent.
- Choose the available custody events, taking care to distinguish release from transfer.
- Enter the phone, email, text, TTY, or in-app contact option offered.
- For telephone alerts, create the requested four-digit PIN.
- Use that PIN to acknowledge an automated call and stop repeat calls.
- Complete any email confirmation and keep registration details current.
Telephone registration at 800-511-1670 can accept two phone numbers. The PIN belongs to the person receiving the notice; it is not an offender PIN. Kentucky's VINE brochure also lists TTY service at 866-847-1298 and operator help through the toll-free line when a PIN is forgotten.
The 2024 Kentucky brochure documents phone, email, text, TTY, and in-app options. Availability can still depend on the record and current interface. Enter more than one contact point when the portal permits it, and update those details after a number or address changes. If a call repeats, acknowledge it with the PIN. If the PIN is lost, use the toll-free number and ask an operator for help rather than making a new identity assumption.

Pulaski VINE Crosses Custody Lines
Kentucky VINE's county-and-state scope is a distinctive fit for Pulaski. One building can hold local detainees and state inmates. A person shown at Pulaski County Detention Center may therefore have a county court release path or a Kentucky DOC sentence path. The physical location does not identify the legal custodian by itself.
Use the reported event to choose the next record. A county-jail release should be confirmed with the jail and the Pulaski court when a bond, dismissal, or order caused it. A state release should be checked in KOOL and the date-specific DOC Daily Releases PDF. If the event is a transfer, search the receiving authority. This county-to-state bridge is why VINE is useful, but also why the alert cannot stand alone.
The Kentucky DOC Daily Releases archive is organized by year, month, and date-specific PDF. A state transaction can list the DOC number, name, type of release, and released-from facility. It can even name Pulaski County Detention Center when a state offender leaves from the local building. The archive does not cover every local bond release or dismissal, so it should only be used for the Kentucky DOC track.
Pulaski Alerts and Projected Dates
A projected date and an alert perform different jobs. KOOL may supply sentence and projected-release information for a Kentucky state offender. VINE watches for reported events. A date may change before release because of credits, court action, a detainer, parole action, or sentence correction. Registration reduces the need to repeat a search, but it does not lock in the projected date.
For someone still held before trial in Pulaski County, there may be no sentence-based release date at all. Bond, dismissal, a court order, or another legal event controls. VINE can report the later custody event if the agency sends it. The Pulaski clerk's docket and the jail release record then explain the authority and physical departure.
Parole-hearing notifications also need a narrow reading. They report a scheduled review, not an approved release. After the hearing, consult the final Kentucky Parole Board decision. If release is granted, verify the later custody transaction because a detainer, program step, or release plan may still delay departure.
Confirm Pulaski VINELink Results
Notification systems can lag or carry an incorrect event. Kentucky reported restoration of VINE in 2026 after incorrect state-custody release alerts. That incident supports corroboration, not abandonment of the service. Compare a significant alert with the facility, KOOL, DOC Daily Releases, or the relevant court.
For a Pulaski jail record, call the detention center at 606-678-0130 or request the existing release transaction from the named records custodian. For a state offender, search KOOL and read the exact status. A BOP result such as “Released” belongs to the federal system, while “In Transit,” “Unknown,” a regional office, or a community corrections entry must not be translated into an unconditional community release. Each system confirms only its own custody.
ICE has another limited search path. Its locator includes current ICE custody and people released from ICE custody within the prior 60 days, but an older no-result proves nothing. The locator requires an A-number with country of birth or a supported biographical search. A Pulaski-to-federal or Pulaski-to-ICE transfer should therefore be followed in the receiving system, not labeled as a county release.
